Ragu re-signed the Bar Roll in 2015, after more than 8 years as a Special Counsel in the employ of Russell Kennedy.
Prior to that, Ragu practised as a barrister between 1992 and 2006.
Ragu has practised in a variety of areas of the law, including in criminal matters, commercial disputes and in a wide range of matters involving administrative law (merits/judicial review). He has appeared in all Victorian and federal courts (except the High Court) and in the AAT and the VCAT.
Since the late 1990s, he has practised predominantly in matters involving administrative law (merits/judicial review) and, in particular, in relation to:
- town planning;
- local government;
- water law; and
- gaming.
Ragu has also advised, and appeared, in matters involving the prosecution of statutory offences, including with respect to planning, building, food, health, environmental and water regulation.
He also has experience in the conduct of migration appeals, sports disciplinary proceedings and coronial inquests.
